Extracting all link tag URLs in one html code

urls in an html code are placed in the a tags and in the href attribute of these tags

It means that all the texts that are placed between the two signs after the word href must be extracted.

Note: if the url is empty or the link is to an id If it is inside the page (with # symbol), it should not be extracted.
